Monster Creation

What we need is a list of all the monster abilities and a point cost for each ability. Then we need to lay out a ability point cap for each ratio and how many additional points gaining a level in monster class gives. Sometimes people at my park create monsters that are waaaay too powerful. (ex: Sajish plays a half-dragon that has natural flight, aerial superiority, natural lightning bolts, 4 points invulnerable armor, several immunities, and plays as a player class (usually lvl 6 archer))

Permissions

There are permissions needed before you are allowed to play a monster in a game. It sounds like this player just needs to be told "no" so he doesn't bring his broken double class overpowered junk into a game.

The reeve at the bare minimum for a game(if you have no reeves, the champion or the monarch or whoever) generally approves who can play a monster in a game. If they are trying to fenagle a 1:1 monster that is way more powerful than it ought to be at 1:1, tell them to think twice.

Also, half-dragons are dumb.

He did have permission to use a monster class. However, he changes his monster sheet between weeks and carries 2 sheets (one approved, one suped up). But, the cheating dweeb is besides the point. How about this monster creation guide?

That's a terrible idea. There's already so little peer-review of even approved monster classes, making a "choose your own build" system would be terrifying.

Tell the dude to stop cheating, or if you don't feel up to that, say that all monsters have to come from official books.
